The Ralph M. Brown Act, located at California Government Code 54950 et seq., is an act of the California State Legislature, authored by Assembly member Ralph M. Brown and passed in 1953, that guarantees the public’s right to attend and participate in meetings of local legislative bodies.

The Preamble to the Brown Act states:


Public commissions, boards, councils and other legislative bodies of local
government agencies exist to aid in the conduct of the people’s business.
The people do not yield their sovereignty to the bodies that serve them.
The people insist on remaining informed to retain control over the legislative
bodies they have created.


 

The governing board of the Julian Cuyamaca Fire Protection District is comprised of five members elected at-large to serve four year terms. Members of the Board of Directors set district policy and provide direction to the staff on matters concerning the business of the Fire District.
